Fragility

A fragile context or state refers to an environment lacking resilience, where institutions and social structures are weak, making it difficult to manage conflicts non-violently. In such contexts, tensions and disputes are more likely to escalate into violence due to inadequate conflict resolution mechanisms, weak governance, and limited capacity for recovery from crises.
